Load balance and/or replicate between two vCenter Server Appliances

I have a small-time setup of 3 ESXi hosts. One of them is at a different site. However, folks from both sites access images on the hosts at both sites. The vCenter Server Appliance I have is running on one of the ESXi hosts at Site A.

Is there a way to have run a duplicate vCenter Server Appliance on the ESXi host at Site B to have a little quicker response time? Is there some way to have this kind of replication or some kind of similar network load balancing?

Edit: Or would it be better to set up a physical Win 2K8 R2 box at each site, install vCenter Server on them, and have them do Network Load Balancing?
