You can use any load balancer you want for access to VCD cells. You can also load balance Edge devices for each of your Orgs. You will need some type of HA for your DB's depending on what you are using and you'll want to setup automatic backups of your VCNS servers as well.
As far as VM's within VCD I don't believe you can use FT with VCD VM's via the UI/API's but you could try to set it up after they are created. Otherwise I'm not sure how you'd have extra HA other than what's built into vCenter.
