Did you use the preview release that MS made available the day 8.1 was introduced or the .iso file I linked to? The standard preview is an upgrade to the preexisting Win 8 install you're supposed to run it on. The .iso file I linked to is used by Fusion 5 as the installation media for a new VM. I doubt it would work if you follow the instructions on the .iso source page.
