Dedicated bluetooth for guest VM? Host always seems to keep it in use.

I am currently trying to get a Bluetooth device to show up only within the Guest VM. So far, I have made sure to go into Settings -> USB controller and uncheck Share bluetooth Devices with this virtual machine. I want this device to have its own bluetooth, not shared with the host.  Once I do that, it does indeed show up under Removable devices as the bluetooth device. However, when I go to connect (disconnect from host) it to the guest VM I get a message about it being in use.

 

However, I have tried: Stopped the device using the bluetooth software, stopping the Bluetooth services, reverting to MS driver, disabling the driver in Device Manager, disabling the network Bluetooth devices, and every combination of those. Every single time, it says the device is in use. How can I dedicate this Bluetooth dongle to this guest VM? (Note: I currently have no devices paired to this)

 

It's driving me nuts. What do I need to do, to free this device up so it can be used in a guest VM?
