UPDATE - I have configured the local permissions of the drive to be the same as our other persistent disks. For some reason, its configuration was not the same. When that failed to resolve the accessibility issue by the dev user, I then changed the owner of the drive to that user. This still had no effect on their ability to access the drive.
So, does anyone have any suggestions upon where to look?
