16 vCPU VM on Intel E5-2690 vs AMD 6276 Numa considerations?

From the research that I have done the AMD6276CPU has 16 cores,  however those cores are split into 2 x 8-core NUMAnodes.   Consequently,  if I run 16 vCPU VM on a server with the 2 x AMD6276,  it will not fit into a single NUMAnode,  causing it to be wide striped across 2 NUMAnodes.

While on the other hand a server with 2 x Intel E5-2690(8 cores and HT/each)  will allow all 16 vCPUs to be scheduled in a single NUMAnode on one of the CPUs using the 8 cores + HT,  correct?

Thanks,
